THE STRENGTHENING PROCESS OF DISTRICT EDUCATION OFFICES IN MALAYSIA AS A LEARNING ORGANIZATION: CHANGE INDICATORS

Abstract

The District Education Offices (PPDs) will become the frontline and support the improvement of school performance. Armed with this new information, the Ministry has developed a District Transformation Program (DTP) to enable all states and districts to substantially improve schools. Thus, the purpose of this study is to determine the level of strengthening process and learning organization's practice in PPDs. Then to identify the differences between strengthening process and the learning organization based on the demographic factors (work of service, academic qualifications and attended course) of District Education Officers. Then, to identify the relationship between strengthening processes and learning organizations, the relationship between strengthening processes and indicators of change management also the relationship between learning organization and indicators of change management in the PPDs. The quantitative method involving 30 Officers of District Education at PPDs in Malaysia using simple random sampling. Data was analyzed through SPSS. The findings showed that the strengthening process and learning organization was well practice at PPDs. The findings also showed that, there was no difference for strengthening process and the learning organization based on length of service and academic qualifications. However, the result showed that there was a significant difference between strengthening process and learning organization based on attended course. Then, finding showed there was a positive correlation between strengthening processes and learning organizations, strengthening processes and indicators of change management and relationship between learning organization and indicators of change management in the PPDs. The implication of this study for the PPDs is that the strategic of change indicator will have a positive impact particularly in implementing change programs.
